The clock is ticking toward the deadline for a plan for getting Fairbanks into compliance with federal air quality standards.  As KUAC’s Dan Bross reports, the state hasn’t given up on getting the fine particulate pollution plan in by a December 31st Environmental Protection Agency deadline.
